Flat Rate Program Letter

The Department of Transportation Services will continue the Flat Rate Program for the upcoming 2023-24 school year.  The program is for families of students who are eligible for District-provided transportation by school bus, van, or a cab, but prefer to drive their children to and from school for a monthly flat rate payment of $300 per household.  Families also have the option to opt out of bus, van, or cab service in the morning only and will receive a monthly flat rate payment of $150 per household. The students of families that choose the morning (AM-only option), will be able to use bus, van, or cab service in the afternoon.

Enrollment for the Flat rate program All families interested in participating in the program must apply. If you were registered for the program in previous years, an application is still mandatory. The application period to enroll for the 2023-24 school year is below:

  • June 1 through October 1, 2023

Eligible families will receive a letter during the 2021-22 school year from Transportation Services explaining the program and how to enroll. After the second enrollment period has concluded families will not be able to join the program via the enrollment link.

For a payment to be issued, a school official and the parent/guardian must submit the monthly documentation. Each month, the eligible parent/guardian will complete a Monthly Payment Form.  The electronic form is located on the School District of Philadelphia website at the following link: www.philasd.org/transportation/parent-flat-rate/To qualify for payment, students are required to attend 70% of in-person days for that month. 

After the close of the second enrollment period, parents/guardians who decide to opt-out of the Flat Rate Program during the school year will need to contact their school.  It will take approximately 10-14 business days to process the request.

If busing is available, the student of parents/families who is opting out will need to contact the school in order to request bus transportation.  Parents/guardians will receive a letter in the mail from the Philadelphia School District notifying them of their newly assigned route. Please continue with your child’s assigned transportation mode until you receive a letter from Transportation Services.

Septa Fare Card:

Students in 7th-12th grade who live 1.5 miles from the school are eligible for a Septa Fare card.

1. What is a SEPTA Student Fare Card?

  • The SEPTA Student Fare Card is a contact-free chipped card that is used by eligible students to board a SEPTA trolley, bus, and subway from 5:30 am to 8:00 pm. The SEPTA Student Fare Card will replace the Weekly Student Transpass.

2. Why is the Department of Transportation Services moving from the weekly Transpass to the SEPTA Student Fare Card?

  • SEPTA is in the process of phasing out Transpass technology and equipment at all stations. The Department of Transportation Services must adapt to SEPTA’s new platform.

3. What are the benefits of the SEPTA Student Fare Card?
